Job Description

Position: Open: 30 Oct 2009 Close: 27 Nov 2009 Location: Personal and Family Readiness Division, HQMC Information Technology Branch (MRI) 3044 Catlin Avenue Quantico, VA 22134-5099

Type of Appointment: Regular Full-Time (35-40 hours per week)

Tour of Duty: Monday through Friday **Tour of duty may change based upon work requirements**

DUTIES AND RESPONSIBILITIES: Performs and lead Data Architect/ Analyst for all data repositories for Business Intelligence (BI) solutions for the Personal and Family Readiness Division, MCCS worldwide mission. Performs and leads solution design and development for data models, schemas and mappings. Designs and develops dimension and fact tables for all data repositories to include but not limited to data warehouse, data mart or data cubes. Develop data migration plans and test validate. Plan, organize and develop data dictionary for all systems required. Define and establish data quality and data flow rules for required data transactions. Define and establish data conversion plans. Develop interface mapping solutions to optimize source column targeting with metadata definitions. Create application design document for interface developers. Conduct task planning and coordination with developers, database administrators and required technical staff members. Perform logic and code-reviews to insure compliance with proven standards. Maintain high level of proficiency with prescribed development tools, methods and techniques. Documents solutions and troubleshooting procedures. Conduct research and makes recommendations for tools and technologies. Collaborate with team members and other related technical staff as appropriate to deliver required solutions and services.

Use expert knowledge acquired through formal training or extensive on the job experience to work with, understand and evaluate technical information related to accomplishing specific task that support development, modification or enhancement of information technology products, services or systems. Advises the supervisor and other specialist on technical issues. Leads IT Specialist in accomplishing specific task that support the project.

May develop, modify or provide input to project plans. Demonstrates methods and provided technical guidance to advance completion of work. Develop various testing strategies.


Requirements
QUALIFICATIONS REQUIREMENTS: Four years of progressive experience as a Data Architect and Data Analyst. Bachelor’s Degree is preferred. Must have extensive knowledge building and maintaining repositories to include data warehouses, data marts and data cube solutions. Must have experience designing and developing solutions from data sources for Finance and Accounting, retail, Human Resources and Morale Welfare & Recreational Programs. High level proficiency and experience as an Oracle Relational Database Management System (RDBMS), Oracle Warehouse Builder, PL/SQL, ETL and OLAP is required. Experience with Cognos Framework Manager is a plus. Hands on proficiency with UNIX and Linux preferred. Must have strong oral and written communication skills.

As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment, and thereafter must complete annual Information Assurance awareness training.
