DUTIES AND RESPONSIBILITIES: Serves as Program Specialist for Marine and Family Programs policy and plans. Independently conducts, reviews and recommends approval or disapproval of program plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources requirements; develops new and revised operating procedures and standards for policy and planning to incorporate new and updated provisions that affect operating activities and requirements; conducts review of the administration and operation of the program, and provides advice.
Independently completes project studies and carries out onsite reviews of operation of the program to develop and revise guidelines and materials such as statements of policy and model operating procedures for use by agency officials, or other public organizations as guides to revise policies and procedures, and develop program plans and proposals to meet federal requirements.
Obtains factual information to: coordinate and promote goals and objectives, provide information, explain regulatory and legal requirements, and build and sustain business, business strategies and practices. Identifies and solves problems related to implementation of plans and policies, develops metrics, develops and implements solutions, designs alternative initiatives and establishes minimum standards. May develop briefings, correspondence, plans, procedures, directives to support implementation of higher level command directives.
Discusses matters involving: difficult technical problems, application of new or questionable techniques and methods, and clarification with the team leader, or higher level supervisor for further explanation and negotiation with the Director. Explains regulatory and legal requirements relevant to problem situations covered by guidelines. Negotiates agreements with officials to correct aspects of the operation not consistent with federal requirements.
Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to insure that changes do not include provisions contrary to basic law when applicable. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. Provides assistance on facilitating compliance with policy and plans to other program specialists who develop the program evaluation plan, determine coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues.

QUALIFICATIONS REQUIREMENTS: Four years of knowledge and experience that demonstrates skill to: serve as the responsible point of contact for oversight, interpretation and development of Marine and Family Programs policy and plans, and related processes and procedures; independently conduct, review and recommend approval or disapproval of family readiness program plans; analyze and develop proposals or provisions in terms of impact on program resource requirements; develop new and revised policy and plans, procedures and standards to incorporate provisions that affect operating activities and requirements; conduct reviews of the administration and operation of the program and provide advice. Skill to coordinate, facilitate and execute strategic plans and management initiatives to include mission, vision, goals, objectives, marketing initiatives, improvement initiatives, organizational development initiatives, and realignment/restructuring and reengineering efforts to include some of continuous and long range impact, and to meet and resolve one-time or short term contingencies.
